Things you should know about a heavy vehicle safety certificate

Vehicle inspection is a procedure mandated by the government in many countries including Australia, in which a vehicle is inspected to ensure that it confirms to regulations governing safety, emissions or both. Vehicle inspection in Australia is done on a state basis. Each state or territory has the authority to set its own laws pertaining to vehicle inspections. In the state of Queensland, heavy vehicles have dedicated inspection schemes that must be compiled with periodically, usually 6-12 months.

Heavy vehicles fall under the category of COI vehicles (Certificate of Inspection) that need to be registered in Queensland and need to have a periodic or programmed inspection to check minimum vehicle safety standards. The certificate is issued when the heavy vehicle passes the inspection. Owners of a registered COI vehicle must have a current COI at all times, unless exempt.

Depending on your vehicle type, a certificate of inspection can be obtained from either a Transport and Main Roads inspection centre or an approved inspection station accredited by Transport and Main Roads.

It is the duty of the heavy vehicle owner to make sure that the certificate of inspection is always valid and he is also responsible to renew it before it expires. It is an offense to drive a vehicle with an expired COI unless you have COI exemption or an extension of time to comply.

Queensland Transport requires any vehicle to have a safety inspection (and the resulting Safety Certificate prominently displayed) before it can be offered for sale or have its interstate registration transferred. The inspection checks the general condition of the vehicle itself (suspension, body condition, etc.) and certain items of basic safety equipment such as the tyres, brakes, lights, windshield, etc. Sellers who are required to have a safety certificate but either do not obtain one or fail to display it properly while the vehicle is advertised for sale are subject to a $500 on the spot fine.
